G. John Dick, Ph.D.
Dr. G. John Dick received his A.B. in Physics and Mathematics from Bethel College (Kansas) in 1961, and received a Ph.D. degree in physics from U.C. Berkeley in 1969. After a postdoctoral fellowship at Caltech, he joined the research faculty there as Senior Research Fellow, developing RF resonator technology for superconducting accelerator applications. During 1979-1980, he was also appointed as a visiting faculty member at SUNY, Stonybrook. In 1986, Dr. Dick joined the staff of the Jet Propulsion Laboratory (JPL), where he is presently Principal Member of the Technical Staff. Duties include development of cryogenic sapphire oscillators (10K CSO) presently under construction for installation in NASA's Deep Space Network and Project Scientist responsibility for SUMO, a Superconducting Microwave Oscillator experiment scheduled for a second flight of the Low Temperature Microgravity Physics Facility (LTMPF) aboard the International Space Station. Research interests include high-Q cryogenic resonator design and atomic frequency standard systematics. In April 1999, Dr. Dick was awarded "Le Prix Européen Temps-Fréquence", which was presented at the joint meeting of the 13th European Frequency and Time Forum and 1999 IEEE International Frequency Control Symposium. The award is granted every two years by the Société Française de Microtechniques et de Chronométrie to an individual or group for "degree of initiative and creativity, quality of work, degree of success obtained, and worldwide impact on the time and frequency associated community."
 
Allan M. Frew
Mr. Frew was Vice President of Strategic Integration at Northrop Grumman Space Technology (formerly TRW Space & Electronics). He was responsible for leading integration of market area strategy, cultivating strategic business relationships, and overseeing the business development organization day-to-day operations. Mr. Frew was previously Vice President and General Manager of TRW Space and Technology Division. The division was responsible for spacecraft design, development, manufacturing and test, laser system design, development, manufacturing and test, sensor systems and photonics research. Prior to that, he was Deputy General Manager of TRW Defense Systems Division which managed national defense space system prime contracts. Mr. Frew has held various functional and program management positions on programs for the U.S. defense and civil space community including Group Director of Systems Engineering and Program Manager for major defense and NASA programs. Mr. Frew received a bachelor's degree in science engineering and a master's degree in instrumentation engineering (computers, information and control) from the University of Michigan. He is a graduate of the UCLA Anderson School Executive Program. Mr. Frew is on the teaching faculty of UCLA Henry Samueli School of Engineering and Applied Science and is a venture partner with ITU Ventures. Mr. Frew is a member of the Board of Trustees of the California Science Center.
 
R. Thomas Spires
Mr. Spires' was Vice President and Deputy of the Air Combat & Strike Systems business area within Raytheon's Space and Airborne Systems (SAS). Mr. Spires held prior roles as the Systems and Software Engineering Division Manager, and Director and General Manager of F-15 Programs. Between Hughes Aircraft Company and Raytheon Mr. Spires brings over 35 years of experience in systems engineering, functional program management, senior program management and general management. Mr. Spires was a strong contributor through his leadership in customer satisfaction and financial performance of the business area. Mr. Spires retired from Raytheon's Space and Airborne Systems in November 1999 and has provided consulting services to Raytheon since March 2000. Mr. Spires earned his bachelor's degree in mathematics and physics from Jacksonville University in 1967. He completed the UCLA Executive Program in 1990 as well as several internal leadership courses
